Engagement Overview

EMS|MC is seeking an experienced independent contractor to provide business intelligence engineering services supporting its Revenue Cycle Management (RCM) reporting and analytics environment. The engagement will focus on designing, developing, and enhancing Power BI semantic models, dashboards, and supporting SQL data structures that translate complex financial and operational data into accurate, decision-ready insights in accordance with agreed-upon deliverables.

Scope of Services

• Designing, building, and maintaining Power BI semantic models and datasets that are reusable, performant, and easy for authorized stakeholders to use.
• Developing advanced DAX measures, calculated columns, and Power Query/M transformations to support complex financial and operational reporting requirements.
• Designing and enhancing dashboards and reports that translate RCM data into clear, actionable business insights.
• Implementing row-level security, workspace and app governance, and other appropriate access controls for sensitive healthcare and financial data.
• Managing Power BI deployment pipelines, dataset refresh schedules, workspace configuration, and report version control practices.
• Writing and optimizing complex T-SQL/SQL queries, views, and stored procedures that support reporting and analytics requirements.
• Designing dimensional data models, including star and snowflake schemas, for scalable and performant BI consumption.
• Performing query and index tuning to improve dashboard and report performance against large RCM datasets.
• Consulting with designated EMS|MC stakeholders to clarify reporting and analytics requirements, define metrics, and translate business needs into well-structured BI solutions.
• Collaborating with data engineering resources to define and validate upstream data pipelines feeding BI models and reports.
• Enabling self-service analytics through well-documented, reusable datasets and practical guidance on Power BI best practices.
• Applying data governance, security, and privacy practices appropriate for PHI, PII, healthcare, and financial information, including applicable HIPAA requirements.
• Validating data accuracy, report logic, security behavior, refresh performance, and other acceptance criteria before submitting deliverables for review.
• Preparing and maintaining technical and business-facing documentation for data models, metric definitions, report ownership, security configuration, and delivered BI solutions.

Expected Deliverables

• Production-ready Power BI semantic models and reusable datasets optimized for performance, usability, and governed access.
• New or enhanced dashboards and reports that provide accurate, decision-ready financial and operational insights.
• DAX measures, calculated columns, and Power Query/M transformations supporting agreed-upon reporting requirements.
• SQL queries, views, stored procedures, and dimensional data structures supporting BI and analytics use cases.
• Performance improvements resulting from query optimization, index tuning, model optimization, and refresh configuration.
• Row-level security, workspace governance, deployment pipeline, and dataset refresh configurations appropriate to the delivered solutions.
• Validated BI outputs, including documented testing of data accuracy, report logic, security, and performance against agreed-upon acceptance criteria.
• Technical documentation covering data models, metric definitions, report ownership, security configuration, deployment guidance, and implementation recommendations.
• Knowledge-transfer materials or guidance that support authorized self-service analytics and ongoing use of delivered BI assets.

Requirements

Contractor Qualifications

• Demonstrated professional experience in business intelligence development, typically five or more (5+) years, with deep, production-proven expertise in Power BI, including data modeling, DAX, Power Query/M, row-level security, and deployment pipelines.
• Advanced SQL proficiency, including query and index tuning, stored procedures, and dimensional or data warehouse modeling.
• Hands-on experience with cloud data platforms, including AWS or an equivalent environment, supporting BI workloads.
• Demonstrated experience handling sensitive healthcare or financial data, including PHI/PII, with strong knowledge of HIPAA and applicable data privacy practices.
• Demonstrated ability to independently analyze complex reporting needs, exercise sound judgment, and deliver accurate BI solutions with a high degree of ownership and accountability.
• Strong written and verbal communication skills, with the ability to clearly articulate complex BI and analytics concepts to technical and non-technical stakeholders in English.

Additional Experience Preferred

• Experience with Revenue Cycle Management, healthcare IT, or another highly regulated industry in which data accuracy and compliance are critical.
• Microsoft Power BI certification.
• Experience with Power Automate and Power Apps to extend BI solutions into broader business workflows.
• Python experience for data preparation and analysis.
• Knowledge of Jasper Reports for legacy or pixel-perfect reporting requirements.
• Experience with a modern data warehouse platform such as Databricks, Amazon Redshift, Snowflake, or Microsoft Synapse.
• Experience using AI prompting or AI-assisted tools to accelerate BI development work while maintaining appropriate review and data protection practices.

Engagement Details

• Services will be performed pursuant to a written Independent Contractor Agreement and applicable Statement(s) of Work.
• Deliverables, priorities, timelines, and other engagement-specific terms will be established by mutual agreement before the applicable services begin.
• Initial Term: The initial engagement is anticipated to continue for up to twelve (12) months. Prior to the conclusion of the initial term, EMS|MC and the contractor may mutually evaluate whether to extend the independent contractor engagement or pursue an employment opportunity, if there is mutual interest.
• Any employment relationship would be subject to a separate offer of employment, successful completion of the Company's hiring process, and execution of all required employment documentation. Nothing in this posting or any resulting agreement guarantees future employment, continued engagement, or an extension of the initial term.
